Attorney General: U. Southampton Woman Charged with Stealing from Victims Fund

Authorities say that an Upper Southampton woman made fake medical claims which defrauded nearly $7,000 from a fund set up to help Pennsylvania victims of crime.

Elena Fattakhova, 27, of Willopenn Drive, is facing charges of one count of theft by deception, three counts of tampering with public records, one count of forgery, and one count of criminal attempt.

The State Attorney General’s office says that Fattakhova sustained injuries to her upper body in a 2005 assault. To help cover the medical expenses resulting from injuries Fattakhova was referred to the Pennsylvania Commission on Crime and Delinquency (PCCD). The PCCD helps victims of crimes pay for medical expenses and lost wages.

Fattakhova received chiropractic treatment between November 29, 2006 and January 12, 2009. She submitted requests for reimbursement to PCCD for 157 chiropractic visits, the state reimbursed her $150 for each visit. The PCCD sent her 14 checks which totaled to $11,000.

The state estimates that Fattakhova’s out-of-pocket expenses for her treatments were slightly over $4,000. That is nearly $7,000 less than the amount she claimed the treatments cost.

Fattakhova is alleged to have submitted 53 additional treatment claims to the PCCD between January 2009 and July 2009. The PCCD never reimburst her for those claims, which totaled nearly $4,000, said Acting Attorney General Bill Ryan.

Fattakhova will be prosecuted in Dauphin County because that is where the PCCD is based.
