Snow Makes Life Difficult for Handicapped Man

Bobby Rolph a 22-year-old man who lives in the Hatboro section of Upper Moreland township is confined to a wheelchair, but that does not keep him confined to his home, except when mounds of snow block the sidewalk he normal uses.

“It’s hard for me being disabled, being in a wheelchair, to get around the neighborhood after a snowstorm,” said Rolph.

Neighbor Sean Gleason said that the mounds of snow plowed onto the corner of Preston Lane and Howard Avenue block the curb ramp and sidewalk that Rolph routinely uses. Gleason said that the snow is packed and is pushed so far back that shoveling attempts are futile.

The Americans with Disabilities Act of 1990, mandates wheelchair/curb ramps to improve handicapped citizens access to public places.

“Why put it (the curb ramp) in if it’s going to be blocked after the storm,” said Gleason, who called the public works department last week. He was told they would send a supervisor out. As of Saturday the problem has not been corrected.

Rolph said that this happens every winter storm and it is never corrected.

“It’s harder to go out,” said Rolph who has been in a wheelchair his entire life.

Two calls put into the Upper Moreland Public Works Department have not yet been returned as of Sunday.
